You may have already read these? But the ones that for me feel closest to the Attolia books for me are Elizabeth Wein's Sunbird and Mark of Solomon (can be read without reading the first two books in the series, though you definitely want to read Sunbird before Mark of Solomon). The hero is less fun than Gen, but omg I love the politics and intrigue so much.
